Our Mission

The ECLIPSE data- and model-driven, knowledge-sharing technological ecosystem: 
Enhancing Collaboration, interoperabiLity, data sharIng and Predictive models, and expertise for disease Surveillance and Evaluation.

Our mission is to unite a diverse coalition of global experts, policymakers, and the public, fostering collaboration, driving technological innovation, and facilitating the exchange of knowledge. By harnessing the power of data, analytics, and models, we strive to strengthen public health preparedness, transcending geographical boundaries to deliver practical, life-saving solutions during disease outbreaks and public health emergencies.

OVERVIEW

Intro

The ECLIPSE Consortium will revolutionize disease surveillance, analysis, intervention, and evaluation. By leveraging the latest in data science and modeling, along with a unique international association, we will strengthen a global data-driven technological and analytical ecosystem. This ecosystem will enable researchers, public health professionals, and policymakers to collaborate and access critical information. It will support evidence-based decision making to improve public health outcomes, reduce the burden of non-communicable and infectious diseases, and strengthen response to future outbreaks.

ECLIPSE will leverage data, advanced analytics, and modeling to enhance preparedness and response capabilities. Our roaming data intelligence approach, leverages cloud computing infrastructure, allowing analytics and models to travel where the data is located. It will transform outbreak analytics and disease modeling by promoting seamless data sharing, ensuring data integrity, and providing tools for accurate situational awareness and robust forecasting. These create a powerful platform for intervention, evaluation, and continuous refinement. Our efforts are paired with the creation of a global dynamic collaborative network through a community of practice that will institutionalize trusted connections. 

Outcomes

ECLIPSE is designed to meet all outcomes from Mandatory Component 1, and Optional Components 2 and 5. Our Consortium will unite partners across the Americas and beyond to create an innovation hub to deliver:

1. ECLIPSE Community of Practice (ECoP): A vibrant network of experts fostering a response-ready network and serving as the foundational core of our proposal.

2. ECLIPSE Advanced Computational Platform (EACP): A cloud-based environment supporting the continuous development of tools for data-sharing, data analytics, visualization, and disease modeling.

3. ECLIPSE Database (EDB): An interactive data repository enabling the interoperability, standardization, and integration of diverse data from multiple sources maintaining the highest standards in security and privacy.

4. ECLIPSE Training Program (ETP): A globally aware training program to foster advanced human capital and craft essential capabilities in outbreak analytics and disease modeling.

5. ECLIPSE Knowledge Base (EKB): A comprehensive knowledge-sharing database that will register the collective experience gathered by members of the ECoP.

General Approach

Fundación Ciencia para la Vida, a Center of Excellence for Scientific and Technological Research, will serve as the Consortium Prime. The consortium partners will form the ECoP, sharing outputs with the OADM network, the US public health community, and globally. Contributions from WHO will support consortium’s data sharing agreements and forecasting and modeling activities.

To maximize networking and collaboration, Vital Wave, a US-based certified WOSB specialized in global digital health, data analytics, community building, and health system strengthening, will serve as the Consortium Coordinator. The University of Washington’s DIGI team will ensure robust connections across the US participating in the Monitoring, Evaluation, and Learning plan and its execution. WHO will also bring its international networking platforms, convening capabilities, and technical expertise to ensure that the value of ECLIPSE and the entire OADM network benefit the global public health community. 

Our work plan adheres to a set of Guiding Principles to be executed through five Collaborative Working Groups. We will build on existing investments, including a community of practice funded by the CDC’s Global Health Center set to launch this year. We embrace our diversity to cultivate solutions suited to the needs of communities and geographies, particularly to those that extend to the US landscape. Ultimately, our technology and supporting network will empower decision makers with robust tools, ensure data security and privacy, enabling timely and effective response.
